there's a movie called "american cyborg". here in portugal they call it "cyborg americano".
i like to call it "cyborg africano" (african cyborg) because africans have more to worry about than building cyborgs.
plus, they're not technologically advanced enough to pump out cyborgs out of their decaying old factories.
