Will you use your web site every day? Is it important to you?
What else do you spend money on every day?
For me, I spend as much on alcohol in a day as I spend for my host in a month, ($18). And that's if I don't go to the bar.

I guess the point I am trying to make is this. If your goal is to have a successful website, shopping for the "good and cheap" host is hit and miss. They are cheap for a reason. Not saying that you need to spend a lot $ for a host, but make sure you find a good one that won't let you down.
And don't test drive hosts, find one with a shiny rep.
