Why are guests allowed to e-mail members

They aren't. Those are spam bots trying to email users that have their email options set to allow anyone to use the forum system to email them. Because they are viewing the email page, their location is reported as 'sending' , but it would be more accurate to saying 'typing' or even better yet 'failing' . . .
