I have a couple of different BNC's so idk if you want recommendations of which BNC or setup instructions or both, but
http://bnc4free.com is where one of my BNC's is hosted and I have had absolutely no problems with it.
To get a BNC from the, just visit the address, make an account and then follow the instructions given. I forget all the details, but I do remember you have to join their IRC channel (on direct connect), then send a certain command (they tell you which) to indicate you want a BNC.
Then they send you an activation message (via email) you use the details from that to form a /JOIN command:
For mIRC, it would be something like this:

For instance if you were on Strawberry server (their servers are all named after fruit

) and you port was 1337 and your name = 'YourName' and your pass = 'YourPass'
