yes , they are
some Proxy have a high anonymity rating that can be very useful and effectively use for browsing some website that will spoof your IP.

I used proxy to go to websites where my authorities and the webmaster it self, put the blocking to our country IP address...
mostly porn
Idea
but I used it to visit some subversive Politics forum board

Just a word of caution. ANY free proxies i've tested thus far, CANNOT download Magnet Links from TPB but CAN download from Torrent Links from all other torrent sites. Paid proxies may be different.

Below is a site listing free proxies which claim to handle Magnet links. Haven't tried any of them so can't comment on their abilities.

SJ I'm no expert, but since no one even addressed your questions:

The pros are anonymity online and the cons are that it does take some speed away . . .

I would say 'no.' Again I am no expert, but until (or if) you get blocked then you can continue browsing and downloading like normal.

if you can't download torrents due to proxies, you can always use the hash with sites like tocache.net.

i think you should start at least testing proxies before you get blocked... be prepared... this way, when your country takes away your rights, you won't have to wait until tpb creates a new address for you to use that bypasses the block (i think they might already be working on this).
