Yes. I use a program call Wampserver to create a localhost sever to test my web designs.

You can install the downloaded files to your C:\wamp\www\ directory and then install the forum just like in the instructions given by MyBB for a regular forum install. You won't have to worry about CHMOD though because on your testing environment everything will be secured.
